Shigiyama oversaw partnership contract negotiations with Japanese companies and participated in external development projects involving the local government at Fushun Xiangjin Environmental Technology Development Co., Ltd., China from 2005 to 2007. He studied at Shenyang Normal University from 2003 to 2005 after being in charge of personal and corporate loans at Nishi-Nippon City Bank, Ltd. from 1994 to 2002.
